It happens like clockwork every few days: somebody rings the bell at a Swampscott home thinking they’re about to pick up a new kitten or puppy. They even come with pet carriers in tow. There’s just one problem: the home’s owner doesn’t have any pets and certainly isn’t in the business of selling kittens or puppies. It’s all an elaborate scam and both the prospective pet buyers and the homeowner are victims.
